WHAT WILL IT DO?

  • Require dialysis clinics to have a licensed physician, nurse or physician assistant on site during kidney dialysis treatment.
  • Require outpatient clinics to report data on dialysis-related infections, and prevent them from discriminating against patients based on their source of payment or care
  • Require state approval to shut down a dialysis clinic.

CONTEXT:

Dialysis is a procedure to remove waste products and excess fluid from the blood when the kidneys stop working properly. Since the kidney can no longer function as the bodies filter, dialysis about 90% of patients go to clinics to have their blood filtered through an artificial kidney with the help of a dialysis machine. Usually, each treatment lasts about four hours and is done three times per week.

ARGUMENTS FOR:

Dialysis is not a risk-free procedure and malpractice can result in heart attacks and infections. This initiative will ensure clinics have a doctor or a nurse practitioner on-site. This proposition would require that clinics charge the same rates for patients regardless of the source of their payments.

ARGUMENTS AGAINST:

Prop 23 would unnecessarily increase health care costs and make the doctor shortage worse for all Californians by moving thousands of practicing doctors into non-caregiving roles in dialysis clinics.
